Some characters will care about every issue they hear about. Some characters will only care about things that affect them. Some characters will care about the things that are easiest to deal with. 

Many authors make the mistake of having all their characters care about the same five things and nothing else. This ignores the rich mines of diversity and conflict that come from characters that care about different things.

Real people have different concerns. Characters should too.
