I wasn’t just getting Jack laid, he salutes him, which he often got on jack about doing, and he’s encouraging him to get with Alonso, which, I suspect, is really for both of them (Jack and Alonso). Jack is hiding out at some random space bar because he doesn’t want to deal with what he’s lost, and the Doctor is trying to help him move on.
