And yet people were lumping him into the category of fighters, of Gallifreyans trying to destroy the Daleks, regenerating over and over until they finally died

Except that Rassilon specifically engineered Time Lords to have twelve regenerations and no more, but since his return, perhaps he took that limit off. Perhaps that’s why the High Council member said that all their forces were dying and regenerating just to find new ways to meet temporary death

You can sort of see a bit of the War Doctor in Nine, and it’s terrifying
